You can use Yandex Geo Advertising to serve ads for medical devices.
Your ads and landing page must meet all legal requirements. For example, your ads must not:

Guarantee the positive effects, safety, effectiveness, and lack of side effects of the device.

Target minors.

Present research results as proof of a product's effectiveness, or use research results as a direct recommendation for its use.

Present the advertised device as non-medical.

Feature comparisons with other medical devices to enhance the ad's impact.

Reference specific cases of people being cured or their health improving after using the medical device.

Claim therapeutic effects for diseases that are incurable or difficult to treat.

Give an impression that the consumer doesn't need to consult a doctor.

Give healthy people the impression that use of the device is necessary.
The ad must include the required disclaimer.
Your ads must meet the legal requirements of the countries where you want to serve them.
To place ads, you'll need to provide specific documents, as required by the Russian Federal Law “On advertising” and Yandex placement policy.
When to submit documents
You can submit your documents anytime after sending your ads for moderation. If the only reason your ads weren't approved was missing documents, we will review all your ads again after we receive the documents. If your ads pass moderation, they will be approved for display. If any additional information is required, we will contact you.

- A copy of the registration certificate for the medical device.
If you're advertising products and services across multiple categories (for example, medical devices and pharmacies), you must provide documents for each of them.
How do I submit documents?
Please send copies of your prepared documents to the Yandex Geo Advertising support team, including your campaign ID or order ID.
Advertisers must have specific documents, as required by the Russian Federal law “On Advertising” and Yandex placement policy.

A copy of the approval from the Ministry of Health of the Republic of Belarus.

A copy of the registration certificate for the medical device.

A copy of the certificate or declaration of compliance.
